รองปลัด กต.เปิดการประชุมโต๊ะกลมส่งเสริมความร่วมมือด้านวาระสีเขียวในกรอบอาเซียน - นิวซีแลนด์
เมื่อวันที่ 15 กันยายน 2568 นายไพศาล หรูพาณิชย์กิจ รองปลัดกระทรวงการต่างประเทศ กล่าวเปิดการประชุมโต๊ะกลมส่งเสริมความร่วมมือด้านวาระสีเขียวในกรอบอาเซียน - นิวซีแลนด์ ณ โรงแรมแมนดาริน โอเรียนเต็ล กรุงเทพฯ ซึ่งจัดโดยกรมอาเซียน ในฐานะผู้ประสานงานของอาเซียนด้านการพัฒนาที่ยั่งยืน โดยมีผู้เข้าร่วมกว่า 120 คน ประกอบด้วยผู้แทนหน่วยงานภาครัฐ สถาบันวิชาการ และภาคเอกชนจากประเทศสมาชิกอาเซียน นิวซีแลนด์ และติมอร์-เลสเต ในฐานะผู้สังเกตการณ์ รวมถึงสำนักเลขาธิการอาเซียนและศูนย์อาเซียนเพื่อการศึกษาและการหารือด้านการพัฒนาที่ยั่งยืน (ASEAN Centre for Sustainable Development Studies and Dialogue: ACSDSD)
รองปลัดฯ ย้ำความสำคัญของการขับเคลื่อนความร่วมมือด้านวาระสีเขียวระหว่างอาเซียนกับนิวซีแลนด์ให้เป็นรูปธรรม อาทิ ตลาดคาร์บอน พลังงานหมุนเวียน และการจัดการป่าไม้ ขณะที่นายพลพงศ์ วังแพน อธิบดีกรมอาเซียน แจ้งวัตถุประสงค์ของการประชุมฯ ที่มุ่งดำเนินการตามวิสัยทัศน์ประชาคมอาเซียน ค.ศ. 2045 และเพื่อดำเนินการตามแผนปฏิบัติการเพื่อความร่วมมือหุ้นส่วนทางยุทธศาสตร์ระหว่างอาเซียนกับนิวซีแลนด์ ค.ศ. 2021 - 2025 อีกทั้งนายโจนาทาน เดล คิงส์ เอกอัครราชทูตนิวซีแลนด์ประจำประเทศไทย ยังได้ร่วมกล่าวเปิดงานและย้ำว่า นิวซีแลนด์ให้ความสำคัญในการส่งเสริมร่วมมือด้านวาระสีเขียวและพร้อมให้ความร่วมมือกับอาเซียน โดยเฉพาะด้านการจัดการป่าไม้ที่ยั่งยืน ตลาดคาร์บอน และพลังงานหมุนเวียน ซึ่งล้วนเป็นกุญแจสำคัญต่อการสร้างภูมิภาคที่ยั่งยืนและเป็นนิมิตหมายที่ดีในโอกาสครบรอบ 50 ปี ความสัมพันธ์อาเซียน - นิวซีแลนด์ ในปี 2568 ด้วย
ผู้เชี่ยวชาญด้านสิ่งแวดล้อมของนิวซีแลนด์จากกระทรวงสิ่งแวดล้อมนิวซีแลนด์ กระทรวงอุตสาหกรรมพื้นฐานนิวซีแลนด์ สถาบัน Bioeconomy Science Institute บริษัท CarbonClick บริษัท Toitu Envirocare และบริษัท New Zealand Bio Forestry ได้ร่วมแบ่งปันแนวทางการดำเนินนโยบาย ประสบการณ์ และนวัตกรรมด้านการจัดการป่าไม้ที่ยั่งยืน เกษตรอัจฉริยะ ตลาดคาร์บอนเครดิต รวมถึงพลังงานหมุนเวียนของนิวซีแลนด์ ทั้งยังได้นำเสนอกรณีศึกษาการฟื้นฟูป่าไม้และการลงทุนบนพื้นฐานธรรมชาติ (nature-based investment) ผ่านตลาดคาร์บอนภาคสมัครใจ เพื่อแสดงให้เห็นถึงบทบาทของ ความร่วมมือระหว่างภาครัฐและเอกชน โดยมีผู้แทนจากประเทศสมาชิกอาเซียนร่วมแลกเปลี่ยนความเห็นและแนวทางการส่งเสริมความร่วมมือระหว่างกันเพื่อผลักดันอาเซียนสู่ภูมิภาคที่ยั่งยืน นอกจากนี้ หน่วยงานภาครัฐและภาคเอกชนไทย อาทิ สถาบันสิ่งแวดล้อมไทย องค์การบริหารจัดการก๊าซเรือนกระจก บริษัท ปูนซิเมนต์ไทย จำกัด (มหาชน) ธนาคารกสิกรไทย และบริษัท บี.กริม จำกัด (มหาชน) ยังได้ร่วมแลกเปลี่ยนความคิดเห็นและหาแนวทางความร่วมมือที่ทั้งเป็นมิตรต่อสิ่งแวดล้อมและสร้างผลประโยชน์ร่วมทางเศรษฐกิจ
ทั้งนี้ ผู้เข้าร่วมการประชุมฯ มีกำหนดเข้าร่วมกิจกรรมศึกษาดูงานที่ศูนย์การเรียนรู้การไฟฟ้าฝ่ายผลิตแห่งประเทศไทย สำนักงานกลาง บริษัท บี.กริม บีไอพี เพาเวอร์ 1,2 จำกัด และบริษัท สวนอุตสาหกรรมบางกะดี จำกัด ในวันที่ 16 กันยายน 2568 เพื่อแลกเปลี่ยนความรู้และประสบการณ์เกี่ยวกับภาพรวมของธุรกิจด้านพลังงานและเทคโนโลยีของภาครัฐวิสาหกิจและเอกชนไทยด้วย
On 15 September 2025, Mr. Paisan Rupanichkij, Deputy Permanent Secretary of the Ministry of Foreign Affairs, gave opening remarks at the “ASEAN - New Zealand Roundtable on the Green Agenda: Working Towards A Sustainable and Green Future” at the Mandarin Oriental, Bangkok. The Roundtable was organised by the Department of ASEAN Affairs in Thailand's capacity as ASEAN Coordinator for Sustainable Development Cooperation. In attendance were more than 120 participants, including representatives from government agencies, academia, and the private sector from ASEAN Member States, New Zealand, and Timor-Leste as an observer, as well as ASEAN Secretariat, and ASEAN Centre for Sustainable Development Studies and Dialogue (ACSDSD).
The Deputy Permanent Secretary underlined the importance of translating ASEAN - New Zealand cooperation on the Green Agenda into tangible outcomes, particularly in the areas of sustainable forest management, development of carbon markets in the region, cooperation in renewable energy and green innovation, as well as technological exchange. Mr. Bolbongse Vangphaen, Director-General of the Department of ASEAN Affairs, highlighted the objectives of the Roundtable, which included deepening cooperation between ASEAN and New Zealand on the Green Agenda, in line with the ASEAN Community Vision 2045, as well as completing the ASEAN - New Zealand Plan of Action to Implement the Comprehensive Strategic Partnership 2021 - 2025. H.E. Mr. Jonathan Dale Kings, Ambassador of New Zealand to Thailand, also delivered his remarks emphasizing the importance of enhancing cooperation on the Green Agenda, particularly in sustainable forest management, carbon markets, and renewable energy, which are key to building a sustainable region. He underscored that these efforts are especially significant as ASEAN and New Zealand commemorate the 50th Anniversary of Dialogue Relations in 2025.
New Zealand experts from Ministry for the Environment, Ministry for Primary Industries, Bioeconomy Science Institute, CarbonClick, Toitū Envirocare, and New Zealand BioForestry, exchanged views and experiences and innovations in sustainable forest management, smart agriculture, carbon market, and renewable energy, and case studies on afforestation and nature-based investments through voluntary carbon markets, highlighting the role of Public - Private Partnerships (PPPs) in advancing the Green Agenda. Representatives from ASEAN Member States also exchanged views on how to adopt such best practices and ideas to the regional context and how to further strengthen cooperation in the Green Agenda towards a more sustainable and greener region. In addition, representatives from Thailand Environment Institute, Thailand Greenhouse Gas Management Organization, Siam Cement Group, KASIKORNBANK, and B. Grimm Power Public Co. Ltd. also expressed their views on how to strengthen cooperation between ASEAN and New Zealand, particularly in areas of carbon sequestration and renewable energy.
On 16 September 2025, the Ministry of Foreign Affairs will organise study visits for delegates from New Zealand, ASEAN Member States and other participants to visit EGAT Learning Center, B. Grimm BIP Power 1 & 2, and Bangkadi Industrial Park.
