วันนี้ (3 กันยายน 2568) เวลา 13.00 น. พลเอก ณัฐพล  นาคพาณิชย์  รัฐมนตรีช่วยว่าการกระทรวงกลาโหม  รักษาราชการแทนรัฐมนตรีว่าการกระทรวงกลาโหม ได้ให้การต้อนรับ นาย Robert F. Godec (รอเบิร์ต เอฟ. โกเด็ก) เอกอัครราชทูตสหรัฐอเมริกาประจำประเทศไทย ในโอกาสเข้าเยี่ยมคำนับ ณ ห้องรับรองรัฐมนตรีว่าการกระทรวงกลาโหม ศาลาว่าการกลาโหม

รัฐมนตรีช่วยว่าการกระทรวงกลาโหม ได้กล่าวแสดงความยินดีในการเข้าพบของเอกอัครราชทูตสหรัฐฯ พร้อมย้ำถึงความสัมพันธ์ ไทย – สหรัฐฯ ที่มีมาอย่างยาวนาน นับตั้งแต่การลงนามในสนธิสัญญาไมตรีและพาณิชย์ ค.ศ. 1833 และมีการพัฒนาความร่วมมือทางทหารมาอย่างต่อเนื่อง โดยเฉพาะการฝึกร่วม/ผสม “คอบร้าโกลด์” ซึ่งถือเป็นการฝึกร่วมทางทหารที่เก่าแก่และใหญ่ที่สุด ในภูมิภาคอินโด – แปซิฟิก โดยไทยในฐานะพันธมิตร ได้ขอบคุณสหรัฐอเมริกา ที่ให้การสนับสนุนไทยมาอย่างต่อเนื่องและยึดมั่นต่อความเป็นแกนกลางของอาเซียน

โดยเอกอัครราชทูตสหรัฐฯ ได้กล่าวขอบคุณสำหรับการต้อนรับ และยืนยันความเป็นพันธมิตรที่แน่นแฟ้นโดยเฉพาะความร่วมมือด้านความมั่นคง พร้อมทั้งชื่นชมบทบาทของไทยในภูมิภาค และกล่าวถึงการประชุมสำคัญที่ผ่านมา รวมทั้งที่จะเกิดขึ้นในสองเดือนข้างหน้า ได้แก่ การประชุมสมัชชาใหญ่แห่งสหประชาชาติ สมัยที่ 80 ในเดือนกันยายน และการประชุมสุดยอดอาเซียน ครั้งที่ 47 ในเดือนตุลาคม 2568 ตลอดจนการพัฒนา

การเป็นหุ้นส่วนด้านอุตสาหกรรมป้องกันประเทศระหว่างกัน  ในประเด็นชายแดนไทย - กัมพูชา ฝ่ายไทยขอขอบคุณนายโดนัล ทรัมป์ ประธานาธิบดีสหรัฐฯ ที่เป็นส่วนสำคัญที่ทำให้เกิดการเจรจาหยุดยิง โดยไทยยืนยันว่าจะยึดมั่นแนวทางแก้ไขปัญหาด้วยสันติวิธี เพื่อรักษาอธิปไตยและบูรณภาพแห่งดินแดน ตามกฎบัตรสหประชาชาติและกฎหมายระหว่างประเทศ พร้อมทั้งส่งเสริมการทำงานของคณะผู้สังเกตการณ์ชั่วคราว (Interim Observer Team: IOT) และเห็นถึงความสำคัญในการจัดตั้งคณะผู้สังเกตการณ์อาเซียน (ASEAN Observer Team: AOT) ทั้งนี้  เรื่องดังกล่าวมีรายละเอียดที่ต้องพิจารณาอย่างรอบคอบและรอบด้าน เพราะมีนัยด้านความมั่นคงและอำนาจอธิปไตย ต้องเป็นไปตามกระบวนการภายใน ซึ่งอาจต้องเสนอให้คณะรัฐมนตรีหรือรัฐสภาพิจารณาด้วย ด้านเอกอัครราชทูตสหรัฐฯ ได้กล่าวแสดงความเสียใจต่อความสูญเสียจากสถานการณ์ความขัดแย้งบริเวณชายแดนไทย - กัมพูชา ทั้งต่อประชาชนและกำลังพล รวมถึงสถานที่ต่าง ๆ โดยสหรัฐฯ พร้อมให้ความช่วยเหลือในการฟื้นฟู รวมทั้งยินดีทีได้เห็นการเจรจาหยุดยิงเกิดขึ้น และเข้าใจถึงขั้นตอนที่ต้องใช้เวลาในการจัดทำ TOR  อย่างไรก็ตาม สหรัฐฯ เล็งเห็นถึงความสำคัญในการจัดตั้ง AOT เพื่อเป็นกลไกในการยืนยันข้อเท็จจริง

ในเวทีระหว่างประเทศ และหวังว่าจะสำเร็จโดยเร็ว โดยสหรัฐฯ พร้อมให้การสนับสนุน

ทั้งนี้  รัฐมนตรีช่วยว่าการกระทรวงกลาโหม ได้กล่าวขอบคุณสหรัฐฯ อีกครั้ง ที่ให้ความเข้าใจและสนับสนุนกระบวนการหยุดยิงของไทยอย่างจริงใจ พร้อมยืนยันความมุ่งมั่นที่จะผลักดันและเสริมสร้างความสัมพันธ์ไทย - สหรัฐฯ  ทั้งในระดับรัฐบาล กระทรวงกลาโหม และกองทัพ ให้แน่นแฟ้นและยั่งยืนต่อไป

Deputy Minister of Defence Welcomes U.S. Ambassador to Thailand

Reaffirms Security Relations and Comprehensive Cooperation

Colonel Veerayuth Nomsiri, Deputy Spokesperson of the Ministry of Defence, revealed that on Wednesday, 3 September 2025 at 13.00 hrs., General Nattapon Nakpanit, Deputy Minister of Defence and Acting Minister of Defence, welcomed Mr. Robert F. Godec, United States Ambassador to Thailand, during a courtesy call at the Minister of Defence’s Reception Room, Ministry of Defence Headquarters.

The Deputy Minister of Defence expressed his appreciation for the Ambassador’s visit and reiterated the long-standing Thai–U.S. relations since the signing of the Treaty of Amity and Commerce in 1833. He also emphasized the continuous development of military cooperation, particularly the annual “Cobra Gold” exercise, which remains the oldest and largest multinational military exercise in the Indo-Pacific region. As a treaty ally, Thailand extended its gratitude to the United States for its consistent support and commitment to ASEAN centrality.

Ambassador Godec thanked Thailand for the warm welcome and reaffirmed the close alliance, particularly in security cooperation. He praised Thailand’s constructive role in the region and highlighted key upcoming events, including the 80th United Nations General Assembly in September and the 47th ASEAN Summit in October 2025, as well as opportunities to further develop a defence industry partnership between both nations.

On the Thai–Cambodian border issue, Thailand expressed its appreciation to U.S. President Donald Trump for his important role in facilitating the ceasefire negotiations. Thailand reaffirmed its adherence to peaceful resolution of conflicts, in line with the UN Charter and international law, to safeguard sovereignty and territorial integrity. Thailand also expressed its support for the Interim Observer Team (IOT) and acknowledged the importance of establishing an ASEAN Observer Team (AOT). However, the matter requires careful and comprehensive consideration due to its implications for security and sovereignty, and may need to be submitted to the Cabinet or Parliament for approval.

Ambassador Godec expressed condolences for the loss of lives and damage suffered by civilians, military personnel, and infrastructure along the Thai–Cambodian border. He emphasized that the United States stands ready to provide assistance in recovery efforts, welcomed the recent ceasefire agreement, and acknowledged the necessary time required to finalize the Terms of Reference (TOR). Nonetheless, the U.S. underscored the importance of establishing the AOT as a mechanism to verify facts in the international arena and conveyed its hope for swift progress, assuring that the U.S. would provide its full support.

The Deputy Minister of Defence concluded by once again thanking the United States for its understanding and genuine support for Thailand’s ceasefire process. He reaffirmed Thailand’s commitment to strengthening and advancing Thai–U.S. relations at the government, Ministry of Defence, and military-to-military levels to ensure they remain strong and enduring.
